Overview#

Purpose: INTRASTAT is the name given to the system for collecting statistics on the movement of goods, not services, between the Member States of the European Union (EU). It has been in operation since 1 January 1993 and replaced customs declarations as the source of trade statistics within the EU. It should be noted that the use of the term ‘trade’ in ‘trade statistics’ reflects the dominant role of buying and selling in the generation of the cross-border flows of goods. However, many other movements of goods between Member States which are not resulting from trade transactions are covered as well. The general concept of intra-EU trade statistics is independent from the ownership of the goods and concerns only their physical movement.

Scope: When Irish VAT registered companies, either resident or non-resident, sell or transfer goods across its national borders, this intra-community trade needs to be recorded in the Intrastat declaration.

Intrastat filings list the goods sent out of Ireland as ‘dispatches’, as well as goods brought into Ireland as ‘arrivals’.  Intrastat does not apply if the goods are coming in from outside of Europe (‘imports’) or being sent out of the EU (‘exports’).

Responsibility: It is the responsibility of the Procurement Team, Accounts Team and Management to monitor the total goods and related costs to other EU Countries i.e. Dispatches/ Exports and total goods and related costs from other EU Countries i.e. Arrivals/ Imports

Objective: 1. To guide accounts and finance team in entering data in the Return

  1. To lodge data in the Intrastat System as collected trade statistics and important source of information for business, as well as being at vital interest to Government Departments and EU
  2. To Provide traders statistics in identifying markets and assessing market shares, determining the degree of import substitution for home manufactured goods and determining the degree of market penetration by competitor

PROCEDURE#

Get processed Orders Processed Date Enter Month Export all to CSV Name 'Month' Interstat Go into the file Keep: Name, Date, Processed, Total Charge, Tax, Currency, Order ID, Country Rename Name, Date, Amount, VAT, Invoice No, Country Line up as per Interstat file Highlight exported file Sort by colums - only worried about 0% VAT Delete others Sort by column F (currency) Delete stg Delete anything with 0 charge Sort by column E (country) Cut out lines outside EU Colour yellow as removed

Check if countries are in EU Company must have a VAT number - if not get company VAT
